Thomas J. Jennings is a partner in the Yardley, Pa. office of
Hill Wallack LLP and
a member of the Business & Commercial Practice Group.
Mr. Jennings represents national and local business entities in a wide range of
commercial transactions, with a particular focus on facility development. Clients rely
on Mr. Jennings for guidance in structuring agreements with the public sector and the
formation of public-private partnerships. These activities often involve elements of land
use planning, environmental regulation, government contracting, public policy and
procurement issues.
Mr. Jennings works with industry leaders in solid waste and recycling, brownfield
redevelopment, maritime commerce and renewable energy. He has served in a general
counsel capacity as well as lead project counsel for major business operations.
Representative Matters
- Negotiates and drafts agreements for industry leaders with both public and private sector customers for the management of municipal and regulated solid waste materials.
- Negotiates and drafts agreements for the acquisition, planning, and end use development of real property for various environmental service facilities.
- Coordinates dredge management advocacy and agreements on behalf of private berth operators with federal and regional authorities.
- Advises public and private sector entities regarding transportation, infrastructure and economic development programs and strategies.

Mr. Jennings initiated the 21st Century Alliance between the County of Bucks and Namdong District, Incheon, Republic of Korea and received the Mayor’s commendation for global leadership, Namdong District, 2009. He was also Trustee of the Year, International Visitors Council of Philadelphia, 2011.
Mr. Jennings obtained his J.D. from the University of Notre Dame Law School. He is admitted to practice in Pennsylvania (1981) and Massachusetts (1991). Mr. Jennings received his M.B.A. from the University of Notre Dame and is a graduate of Harvard College.
