Paul P. Josephson
is a partner in the Princeton, N.J. office of Hill Wallack LLP. He
is partner-in-charge of the Firm’s Regulatory and Government Affairs and Gaming
Law Practice Groups. He is also a principal in the Firm’s public policy and media
affiliate, Government Process Solutions LLC.
Mr. Josephson has broad experience in the field of Government Services and
Regulatory Law, synthesizing legal, media and public affairs strategies to achieve
his clients’ goals. An accomplished commercial and administrative litigator,
Mr. Josephson represents public entities, businesses, nonprofits and individuals on
a wide range of matters in areas that include:
- Economic incentives, redevelopment and land use
- Environmental permitting and remediation
- Condemnation and regulatory takings
- Casino and gaming (including lottery, horseracing, internet and sweepstakes)
- Transportation and infrastructure
- Banking and insurance regulation
- Government contracts and administration
- Professional licensing
- Election and campaign finance
- Government ethics
Mr. Josephson also represents clients in matters involving: class actions and commercial litigation; employment matters including whistleblower and False Claims actions; board governance and legal compliance (corporate, governmental and nonprofit); and internal investigations. In addition, he provides related crisis and media counseling, drawing on his wealth of public service experience.
Representative Matters
Mr. Josephson has taken the lead on many high-stakes matters in which government and private
interests intersect.
- He has handled major contracting, land acquisition and employment/disciplinary matters for and involving public entities and employees.
- His efforts have helped clients obtain environmental permits, public financing and tax incentives for major development projects on behalf of property owners and developers.
- Mr. Josephson has stopped commercial development of Sandy Hook by the National Park Service on behalf of local nonprofit organizations.
- He has served as national gaming counsel to publicly traded gaming corporations and as corporate compliance counsel to publicly traded gaming corporations.
- He has litigated whistleblower and employment claims for and against public entities.
- He has defended and challenged a broad range of rulemaking, licensing, permitting and enforcement actions by and against state administrative agencies.
- He has served as general and special counsel to numerous political committees, including Senate, House and Gubernatorial candidates, political party committees, and political action committees.
Leadership
Mr. Josephson served as Chief Counsel to the Governor and as Chief of Authorities, representing the Governor on more than 50 bi-state and state authorities including the Port Authority of New York and New Jersey, Delaware River Port Authority, Delaware River and Bay Authority, New Jersey Transit, New Jersey Turnpike Authority and the New Jersey Pinelands and Meadowlands Commissions. In addition, he is or has served as:
- Chair of the Administrative Law Section of the New Jersey State Bar Association
- Director of the Division of Law, Office of the Attorney General, where he managed a 550 attorney division responsible for all civil representation of the State of New Jersey
- Chairman, Administrative Law Section, New Jersey State Bar Association
- Member of the Executive Commission on Ethical Standards (now the State Ethics Commission)
- Chair of the State House Commission
- Member, Center for Civic Responsibility Legal Task Force
- New Jersey General Counsel, Obama for America
- Trustee, Princeton Charter School
Mr. Josephson has been consistently listed in the top tier of

Mr. Josephson is admitted to practice in New Jersey (19990), New York (1990) and in the United States
District Courts for the Southern and Eastern Districts of New York (2000) and the District of New Jersey (1991). He is a member of the American Bar Association, the New Jersey State Bar Association, and the International Association of Gaming Advisors. He received his J.D. with Honors from George Washington University Law School; his A.B. in Political Science from University of Michigan and was University of Michigan Student Body President (1985-86).
