Jessica L. Perl is an associate in the Princeton, N.J. office of  Hill Wallack LLP and a member of the Administrative Law/Government Contracts and Regulatory & Government Affairs Practice Groups.

Ms. Perl concentrates her practice in administrative law, regulatory compliance and corporate litigation including public procurement and government litigation. She also advises clients on New Jersey election law and pay-to-play laws.

Representative Matters

  • Advises clients with respect to public procurement disputes at the State and local levels
  • Guides clients at each stage of the public bidding and contract process, including challenges to specifications and award, post bid contract issues
  • Provides legal guidance to municipalities with respect to local government issues and related ethics matters
  • She has successfully secured the dismissal of ethics charges against a New Jersey Legislator resulting from opposition to an innovative clean energy project proposed by local government officials

Leadership

  • Member, New Jersey Business and Industry Association
  • Served in the New Jersey General Assembly Majority Office as a Committee Aide under then-Speaker Rep. Albio Sires and Speaker Joseph J. Roberts, Jr.
  • Staffed numerous committees during her tenure with the General Assembly, including the Budget, Labor and Financial Institutions and Insurance Committees
  • Member, Robert Wood Johnson Hospital Young Professionals Board

Ms. Perl is admitted to practice in New Jersey (2009), New York (2010) and to the United States District Court for the District of New Jersey (2009). She received her law degree from Seton Hall University School of Law, where she served as associate articles editor of the Seton Hall Legislative Journal, and was named “Best Oral Advocate” in the appellate advocacy class. She received her Master’s Degree in Public Administration from American University and her undergraduate degree from American University in C.L.E.G. (an inter-disciplinary major encompassing communications, legal institutions, economics and government).
